Obama picks labor expert Krueger as top economist (Reuters)

WASHINGTON (Reuters) ? President Barack Obama, under pressure to spur job growth, said on Monday he had chosen Princeton labor economist Alan Krueger to become the top White House economist and that he will offer a jobs plan next week.

The selection signaled a fresh attempt by Obama to make good on his promise to focus on the U.S. economy and jobs with Americans deeply dissatisfied with his handling of those issues.

Krueger, an expert on unemployment, would succeed Austan Goolsbee as chairman of the White House Council of Economic Advisers.

With Krueger at his side in the Rose Garden, Obama said he would rely on the economist for "unvarnished recommendations" on how to bring down the 9.1 percent jobless rate and restore growth to the struggling U.S. economy.

Obama described creating jobs as an urgent challenge and said he will outline a plan next week to put more money in Americans' pockets and get construction crews working.

"Next week I will be laying out a series of steps that Congress can take immediately to put more money in the pockets of working families and middle class families, to make it easier for small businesses to hire people, to put construction crews to work rebuilding our nation's roads and railways and airports," he said.

This was a sign he will go ahead with plans to propose an extension of a payroll tax cut and will seek money for infrastructure improvements such as repairing bridges and roads as a way to get Americans working.

Republicans in Congress have taken a dim view of new stimulus spending, which means Obama could have trouble gaining bipartisan support for his plan.

"My hope and expectation is that we can put country before party and get something done for the American people," he said.

LABOR EXPERTISE

Obama's public approval ratings have fallen to around 43 percent, close to the lows of his presidency, amid anxiety over unemployment and lackluster economic growth, as he prepares to ask Americans for a second term in 2012.

Krueger's expertise in labor-market issues is in keeping with the administration's efforts to underscore a focus on jobs.

Goolsbee, one of Obama's longest-serving advisers, left the administration earlier this month to return to his teaching job at the University of Chicago. The departure was a blow for the White House as Goolsbee had been a high-profile spokesman on the economy.

"Alan understands the difficult challenges our country faces, and I have confidence that he will help us meet those challenges as one of the leaders on my economic team," Obama said.

Krueger served in the Obama administration as a Treasury Department economist but left that job to return to Princeton last fall.

The nomination requires Senate confirmation but Krueger has an advantage because he has gone through the confirmation process before for his Treasury job.

At Treasury, Krueger was assistant secretary for economic policy and chief economist. He is also a veteran of President Bill Clinton's administration, serving as chief economist for the Department of Labor from August 1994 to August 1995.

Krueger holds a Bachelor of Science degree in industrial and labor relations from Cornell University. He earned his PhD in economics at Harvard University.

While at Princeton, Krueger was a regular contributor to the Economic Scene column in The New York Times.

Krueger has written extensively on unemployment and the effects of education on the labor market.

If confirmed as CEA chairman, Krueger would be the third person to hold that post under Obama. Obama's first CEA chairman, Christina Romer, left the post a year ago to return to the University of California, Berkeley.

Bullion fell more than 5 percent in two da?s of trading last week. That drop erased the gains that sent the metal up as much as 16 percent to a record $1,917.90 an ounce, Bloomberg said.

?We are seeing the exact same behavior at the height of the tech bubble, housing bubble, and the Japanese Nikkei bubble,?? Erik Davidson, of Wells Fargo Private Bank, said. ?Excuse the pun, but we are cr?ing out to investors that gold is not a silver bullet.??

Unlike investing in a stock that pa?s a dividend or in real estate where ?ou can collect rent, gold has no inherent earnings power, Davidson said. Investors have to hope someone else comes along and pa?s more than the? did. He points out that when gold hit a record $850 an ounce in Januar? 1980, it took until Januar? 2008 ? 28 ?ears ? before investors bu?ing at the high broke even.

Last week, the North American Securities Administrators Association and Financial Industr? Regulator? Authorit? both issued warnings to investors to watch out for gold-related scams.

Gerri Walsh, FINRA?s vice president for investor education, said, ?We were seeing scams increasing that were tied to gold.?? In one t?pical con, a promoter gets investors to pon? up mone? for equipment to reopen a dormant mine.

SARASOTA, Fla. ? Republican presidential candidate Michele Bachmann said Sunday that she would consider oil and natural gas drilling in the Everglades if it can be done without harming the environment.

"The United States needs to be less dependent on foreign sources of energy and more dependent upon American resourcefulness. Whether that is in the Everglades, or whether that is in the eastern Gulf region, or whether that's in North Dakota, we need to go where the energy is," she said. "Of course it needs to be done responsibly. If we can't responsibly access energy in the Everglades then we shouldn't do it."

In 2002, the federal government at the urging of President George W. Bush bought back oil and gas drilling rights in the Everglades for $120 million. Bachmann, who wants to get rid of the federal Environmental Protection Agency, said she would rely on experts to determine whether drilling can be done without harming the environment.

"No one wants to hurt or contaminate the earth. ... We don't want to harm our water, our ecosystems or the air. That is a minimum bar," she said.

"From there, though, that doesn't mean that the two have to be mutually exclusive. We can protect the environment and do so responsibly, but we can also protect the environment and not kill jobs in America and not deny ourselves access to the energy resources that America's been so blessed with."

The Minnesota congresswoman, who is seeking the GOP nomination to challenge President Barack Obama in 2012, is on a four-day swing through Florida, ending Monday in Miami.

At each stop she has said she wants to eliminate the "job-killing" EPA. She elaborated on the idea in an interview after rallying hundreds of enthusiastic supporters in Sarasota.

"We do have EPA's in each of the 50 states and I think that it's up to the states," she said. "The states have the right to develop their own environmental protections and regulations, as they all have."

She said she recognizes there is a federal role when environmental issues cross borders, but she added that a big problem with the EPA now is that it does not consider job creation or job losses as part of its role in enforcing regulations. She said the regulations it does have prevent businesses from being able to reasonably create a profit.

"If we create a new department that is focused on conservation and get rid of the EPA, that would send a strong signal about what our priorities are. We believe in conservation, but I also believe at the same time that the EPA has overstepped its bounds," Bachmann said.

Among other topics, Bachmann said the stock market drop after this summer's debt ceiling compromise demonstrated disappointment that Washington had not taken more significant steps to reduce spending.

"We need to get our house in order fairly quickly," she said. "What you saw with the markets was the markets reacting to the fact that Washington, D.C., did nothing to get its house in order."

She also said she would consider Florida Sen. Marco Rubio, who took office earlier this year, as a running mate.

"Marco Rubio has the hallmarks of, I think, everything that a person would look for in a potential candidate. He's got so much going for him," Bachmann said, also naming South Carolina Sen. Jim DeMint as another possibility.

OAKLAND, California (Reuters) ? A U.S. judge said parts of a false advertising lawsuit can proceed against online coupon distributor Groupon, according to one attorney who attended a court hearing on Wednesday.

A proposed class action was filed against Groupon earlier this year by a tour operator in San Francisco, accusing Groupon of bait and switch advertising. Groupon allegedly buys tour-related keywords on Google's AdWords service, but often does not actually offer tour coupons when customers arrive at the site, the lawsuit alleges.

The practice drives up the cost of keywords for the tour company while the prominence of its ads in Google searches declines, the lawsuit states.

Groupon is aiming for a mid- to late- September IPO, despite recent market tumult that has shelved some flotations, several people familiar with the company's plans who spoke on condition of anonymity told Reuters.

Groupon asked a federal judge in Oakland, California to dismiss the lawsuit. At a hearing on Wednesday, U.S. District Judge Phyllis Hamilton ruled from the bench that certain allegations against Groupon can proceed, said Steven Williams, an attorney for the plaintiff who was at the hearing.

Other claims against Groupon were dismissed, with a chance for the plaintiffs to refashion their allegations, Williams said.

A Groupon representative declined to comment, citing the ongoing litigation.

"We're very happy we're going to get to go forward with these claims to address what we think is classic bait and switch advertising," Williams said. "Only now its done through Google instead of through the newspaper."

The case in U.S. District Court, Northern District of California, is San Francisco Comprehensive Tours LLC on behalf of itself and all others similarly situated v. Groupon et al., No. 11-cv-1300.

Vera Farmiga has done something miraculous in her directing debut, "Higher Ground." She's managed to make a movie about religion that's neither preachy nor mocking, and she treats her characters with great decency and respect.

Based on the memoir "This Dark World" by Carolyn S. Briggs (who co-wrote the script with Tim Metcalfe), "Higher Ground" traces Corinne's evolution from the mid-1960s to the mid-1980s, beginning with the time she was a little girl and thought she was saved at vacation bible school through her adulthood as a still-questioning wife and mother of three.

She and her would-be rocker husband, Ethan (played as a teenager by Boyd Holbrook and as an adult by Joshua Leonard), fall in with an insular, evangelical Christian community, full of happy hippies who sing hymns and hold their services outdoors. Corinne seems to have found the security and nourishment she'd long been looking for, but still experiences bouts of doubt that others don't seem to share. It's as if she's constantly trying to talk herself into believing, even though she outwardly appears so fervent, and Farmiga makes that precarious state of faith palpable.

There's always been a striking naturalism to her performances in films ranging from "Down to the Bone" to "The Departed" to her Oscar-nominated supporting work in "Up in the Air." Here, she applies a similar approach behind the camera, which draws us in and makes Corinne's journey feel immediate and relatable, regardless of where any of us might stand in terms of our own spirituality. Corinne is equal parts sweetness and sharp intellect, and "Higher Ground" probably sounds rather somber, but Farmiga also deftly conveys the absurdity of Corinne's predicament. Every once in a while she'll let out a cackle that's just pure joy.

But seeing her in such moments of bliss makes the darker times stand in stark contrast. The lack of support she receives from her husband as she suffers this crisis of faith is just one in a series of events that shake her to her core. But again, "Higher Ground" doesn't judge him or vilify him; there are no bad guys ? that's what's so refreshing. Even some of the more judgmental church members who urge Corinne to mind her place are depicted not as cruel but as well-intentioned. And as the film concludes, there's still a bold sense of ambiguity; Corinne's fate is open for interpretation.

The excellent supporting cast includes the ever-versatile John Hawkes and Donna Murphy as Corinne's parents, and a vivacious Dagmara Dominczyk as the one free spirit in her otherwise structured, conservative church.

But it's Farmiga's younger sister, Taissa, who plays the character as a pregnant newlywed teen, who really stands out. Yes, she looks startlingly like the elder Farmiga and even has some of the same mannerisms and facial expressions. But her performance is also crucial to laying the emotional groundwork for us to want to go down this path with Corinne, wherever it may take us. And we do.

"Higher Ground," a Sony Pictures Classics release, is rated R for some language and sexual content. Running time: 109 minutes. Three and a half stars out of four.
