HBT: Rangers sign 34-year-old Oswalt

Reports all day have said Roy Oswalt was close to choosing a new team and the Rangers were heavy favorites, and now Gerry Fraley of the Dallas Morning News writes that Texas has indeed signed the 34-year-old free agent.

Fraley quotes ?an individual familiar with the process? as saying it?s a done deal.

Oswalt has been linked to the Rangers, Dodgers, Phillies, Brewers, Orioles, and Red Sox, but Texas gives him the best possible combination of a sure-fire contender, a locale close to his Mississippi home, and (presumably) the most money.

Oswalt gained leverage in recent days with Roy Halladay and Ted Lilly landing on the disabled list with shoulder injuries, and if he?s indeed signing with the Rangers he?ll step into the rotation spot created by Neftali Feliz?s sprained elbow. It?s unclear how much time Oswalt will need to be game-ready, but Feliz is expected to miss the remainder of the first half and could shift back to the bullpen once healthy.

For now Scott Feldman is filling in for Feliz, but Oswalt threw 139 innings with a 3.69 ERA and 93/33 K/BB ratio for the Phillies last season and if he can avoid a recurrence of back problems would be a major upgrade over Feldman.

How to Have a Successful Product Launch | InternetResourcesA-Z ...

When you are thinking about bringing a new product to the Internet market, you know that there will be a lot of work that goes into making it successful. The main goal is to hit the market with a big impact, get some serious visibility for your product out there, or an entire group of products. The strategies you use for this are also translatable to any current campaign you have as well, and they may actually help you breathe some new life into any stagnant products you have and bring more customers on board. But you must remember that a lot of innovation needs to go into this new product, coupled with effective strategy building to make your own unique place in the market. There are really only two possible results when you bring a product to market, you can either experienced amazing success or you will fade into the sea of similar products on the market. This article will dole out advice that can be used to ensure a successful product launch and will help you learn how to benefit the most from your upcoming launch. We hope you are enjoying reading about what may be new ideas for your marketing campaigns, so be sure to seriously consider the possibilities. Yes, it does take a certain amount of psychological risk to consider something you make thing just does not work. One thing you can easily do is test review of Exit Plan Profits on a small scale, and that is another approach we tell people to try - just do a small test and decide. Only you know, in the end, what is best for your business; even though we have encouraged you to have an open mind and test.

If you do lose money on some lame method that does not work, then you have learned a valuable lesson and just move on. There really are a lot of people, we assume based on what we have read, who just blindly buy things they think will work great and maybe never even try them. Online marketers who are impatient or simply do not know are at the greatest risk. Always seek to validate anything you read, and that is they only path to protecting your self. It is just like locking your car every time you park it, maybe it will never prevent something but one day years from now it could.

One of the biggest days in the life cycle of any product will be its launch day. You want to spend as much time as you can planning every aspect of this day. If you lack on the planning part, then your product launch might go in the wrong direction and not generate as much aplomb as it should. No one wants to go through the hard work of developing a product only to see it fail at launch. The best way to do effective planning is to make sure every little detail is in place, tried and tested before the big day. Many product launches have some sort of technical glitch that occurs, so you need to think about how you might address this in advance.

Your preparation is going to determine how well your product is received by the intended audience. It wouldn't hurt to gather some people who will offer their opinion or can show you some ways to turn the moment into an income generating event. Also, when you are preparing for a launch, you need to identify your target market in the most accurate manner. Don't just look into potential buyers but instead laser target your market for the best results. This is one of the thing that causes the most problems for new launches, they never figure out what market they are trying to do business with.

One of the methods that is commonly used throughout the industry is to have a massive affiliate network in place for launch day, but you may want to consider if this strategy is right for you. There is some sense in the practice of using the affiliates to sell your new product and it can generate lots of sales, but there are other strategies that you can think about too. One great way to increase interest is to release the product preliminarily to your existing customer base so that you are rewarding your customers for loyalty. One month down the line, you might be open to the option of having affiliates bring you the sales. The important thing is to make sure that you can differentiate yourself from your competition.

Before you do anything, you should have a solid plan on what your marketing strategy is going to be, and have it written down. If you go about launching your product without a solid plan in place, this leaves too much room for error, and the errors that can occur can mean the demise for your product.

To conclude, it's easy to see why the product launch can make or break a business, and why the success of this day can mean huge earnings for the future. The results of your product's launch will furthermore make a way for improved sales going forward.

Improving credit score: Important tips

Your credit score is an important thing when it comes to how lenders, dealers, companies or banks see you. It is what they look at to determine if you are worthy enough to get a loan or even to get that job position you?ve been longing for. Your credit score however, won?t just maintain or go up by itself. It needs you to take care of it. A healthy credit score will get you through a lot of things, while a poor one will just make things difficult for you or worse, it can get you to nothing.

1. Pays bills on time- Did you know that skipping out on your bills will mark your credit report for 7 or even 10 years? And within those years, that record will have an effect on your report and so on. Paying on time will not only get your bills done in no time, it will also give your score a boost! And if you can actually pay a little more than what is required, then you?ll be giving your credit score such a favor.

You?ll finish your balance early and you?ll pay less for the interest rate over time.

2. Use your credit card- This is probably the best tip ever when it comes to keeping your credit score high. Using your credit will give you a chance to boost it and give you good marks on your credit report. It?s best to stay 20 or 30% below to let creditors see that you are responsible and that you know your limits well. Exceeding your limit will only give you problems. You will go out of your budget, you won?t be able to pay your balance immediately, you?ll hurt your credit score and you might sacrifice some of you bills just to pay for it. Pay your bills on time and prevent future problems from coming in.

3. Check your credit score regularly- Checking it will prevent errors or you could at least get them off early if there are any. False items in your record will affect future transactions and will hurt your credit score. Better if you check your score every 3 or 4 months. You are entitled to one free credit report every year from the credit agencies. Check them for errors or even fishy transactions, don?t let these things hurt your score.

Your credit score will become a very important part of your life. Taking care of it early will help you in the future and will also help you become socially responsible. This will also help you through a lot of things, your house, a car and even your job.

Sports fever comes to chemistry

Caroline Morley, online picture researcher

7261964368_4217c32a3a_o.jpg

(Image: IBM Research - Zurich, University of Warwick, Royal Society of Chemistry)

It feels like there's no escaping sports fever this summer. A certain five-ringed logo even inspired chemists to create this new molecule.

Called olympicene, this molecule is related to graphene and is based around five hexagonal carbon rings. The structure was entered into the online chemical database ChemSpider two years ago, but only now have David Fox and Anish Mistry of the University of Warwick, UK, brought the molecule into physical reality.

Fox commented that olympicene could have interesting optical and electronic properties and applications, along with other graphene-related molecules. He said: "These types of molecules may offer great potential for the next generation of solar cells and high-tech lighting sources such as LEDs."

This image was taken using non-contact atomic-force microscopy at IBM Research in Zurich, Switzerland.

At just 1.2 nanometres in width, olympicene is the smallest set of five rings you're likely to see this summer, but it is unlikely to win any medals. Let's hope it escapes the branding police.

Comparing the Ryan and Obama long-term deficits and debt

Monday I showed you President Obama?s proposed medium-term deficits.? Yesterday I compared those with Chairman Paul Ryan?s medium-term deficits, then did the same comparison for medium-term debt.? Today I?d like to do the same thing but with a longer timeframe.

In case you missed it here are the earlier posts in this series:

  1. President Obama?s proposed medium-term deficits
  2. The Ryan budget proposes lower deficits and less debt than the Obama budget
  3. How will President Obama respond to Chairman Ryan?s lower deficits and less debt?

There is uncertainty in every budget projection, and every projection requires making certain assumptions.? The longer your timeframe the more your projection is vulnerable to those uncertainties and assumptions.? In addition the policy specificity in both plans declines significantly after 10 years.

Despite all these caveats, it makes sense to look at long run projections.? Yes, they are inaccurate, and yes, things will change in both the economy and policy.? But that?s no reason to ignore our best guess/estimate of what trends each leaders is proposing.? As long as we don?t assign too much false precision to multi-decade projections we can still draw valuable conclusions from these long-term estimates.

Here is the long-term deficit comparison.

long term deficit comparison obama ryan

  • Once again you can see that both budgets project declining deficits (relative to the economy) for the next six years (through 2018).
  • Ryan?s deficits then tick up a big to 1.25%, hold flat until 2030, then begin a steady decline, reaching balance in 2039 and a 3% surplus by 2050.
  • After ten years President Obama?s deficits begin to climb steadily over time, reaching 6.6% of GDP by 2050.

I am using each advocate?s claims about their long-term projections. The impartial referee has not scored the policy effects of either proposal beyond 10 years, so we have to rely on the advocates? claims.

Would we reach a 3% surplus in 2050 if the Ryan budget were enacted in full?? Certainly not.? Would we hit a 6% deficit in that same year under the President?s budget?? No.? At 40 years out, each is little more than an educated guess.

But the long term lessons of this graph are not guesses.

  • Chairman Ryan proposes stable deficits of a bit over 1% of GDP, below the historic average deficit, followed by a gradual path to balance and eventually to surplus.
  • President Obama?s budget would result in deficits that are always greater than the historic average, and that would cause debt/GDP to increase again beginning about 10 years from now.
  • The gap between the two proposed deficit paths widens over time.
  • President Obama?s proposed deficit path is unsustainable.? Our economy can tolerate high and even very high deficits for a short time. High and steadily rising deficits like those described by the blue line cannot be sustained.? Something in the economy will break.

Now let?s look at long-term debt. Debt is, of course, the accumulation of annual deficits and occasionally surpluses. Deficits measure an annual flow while debt measures a stock.

long term debt comparison obama ryan

The divergent paths are even clearer here. Under both plans debt/GDP would increase this year and next, then begin to decline.

Chairman Ryan?s plan would result in debt/GDP steadily declining over time. It would take decades to return to a pre-crisis average.

President Obama?s plan would result in debt/GDP stabilizing by the end of this decade, then steadily and forever growing. At some point, and no one knows when, that debt becomes unsustainable.

Again, please don?t get too wrapped up in the point estimates I have shown for each plan for 2050.? The point is that the Obama debt would eventually break 100% of GDP and keep climbing, and the Ryan debt would steadily decline over time.? The gap between the two is significant and ever-increasing.

The red path is economically sustainable, the blue path is not.

Decoration Day, forerunner of Memorial Day | History in an Hour

When I was a child, writes Kat Smutz, Memorial Day meant planning for a great weekend.? It was always the weekend my father?s family gathered for their yearly family reunion at the same little country church in the mountains of Western North Carolina.? We always referred to it as Decoration Day.? It made sense.? We all brought flowers to lay on the graves of family members who were buried in the large cemetery adjacent to the church.

It was years later that I realized the reason behind the family gathering at that particular spot.? When I began doing the family tree, I discovered that my great-great grandmother was the first person to be buried there in the middle of the 19thcentury.? The area was still a wilderness then, and the nearby town of Hayesville hadn?t been officially established yet.? Not far away lies the grave of her son, Joseph David Thaddeus Byers.? It was my father?s stories about him, David Thad, a cavalryman in the Confederate Army, who would spark my passion for history.? David Thad?s seven sisters all married Civil War soldiers, as did most of his cousins.? Many of them are also buried at Union Hill along with others from the surrounding area who served.

According to my father, Decoration Day began just around the end of the American Civil War.? He told me that the practice of bringing flowers to the graves of departed loved ones had been around for centuries, probably having evolved out of the practices of various cultures around the world who bring food and other items to gravesites.? But placing flowers on the graves of soldiers began when two ladies (Southern ladies, of course) were visiting the graves of their loved ones and cleaning, as was done in those days.? Even people with servants didn?t send them out to maintain the graves of loved ones.? It had to be done by family.? Tombs in New Orleans, even before the war, were always whitewashed by family members.? Even the wealthiest and highest ranking members of New Orleans society rolled up their sleeves and cared for their dearly departed themselves.

Union Soldiers

As these ladies were placing flowers upon the graves of Confederate Civil War soldiers, they noticed that the graves of Union soldiers buried nearby were barren.? It was not uncommon for the dead from a Civil War battlefield to be buried in the same area, even though the areas for one side of that conflict were segregated from the other.? The ladies realized that the families of the young men under those headstones were too far from their families to be sent home for burial, much less for family to visit and care for their graves.? Many might not even know where their son, husband, father, nephew or cousin was buried.

This touched the hearts of the women who thought of how they would feel if it were their family who was buried so far away with no one to tend his grave and lay flowers in remembrance.? That, according to my father, was how Decoration Day began.? The ladies took it upon themselves to clean the graves of all the Civil War dead in the cemetery and to bring flowers.? The practice spread, and eventually expanded to include all those who have died in the service of our country.

Red Poppies

In May 1868, Memorial Day was declared an official day to honor all those who died in service to their country and as a means of healing the still-fresh wounds of the American Civil War. ?In 1915, during the First World War, the poem ?In Flanders Fields? inspired a woman named Moina Michael to begin wearing red poppies in tribute to dead service men and women from the United States.? The practice has since spread all over the world, becoming a symbol of respect and recognition to all those who serve their countries, as well as a means of raising funds not only for members of the military, but for their widows and children as well.

No one knows when Decoration Day became Memorial Day, it was a gradual process, just as no one knows for certain exactly how or where it began.? The important thing, as US President Lyndon Johnson pointed out in 1966, is the spirit of remembrance and reconciliation the holiday promotes.

My family no longer meets yearly at the little country church for a reunion every Memorial Day weekend.? But family members do visit Union Hill Cemetery near Hayesville, NC, and decorate the graves of our family members with an abundance of flowers.? I?m sure that my great-grand mother, my great-grandfather and his brothers-in-law and cousins who served and are also buried at Union Hill will not be forgotten.

I won?t be able to join them this year.? But like the ladies on that long ago day who chose to remember all those who had laid down their lives for what they believed in, I will attend a Memorial Day service at a small cemetery here in Maine.? There will be a retired Air Force Major directing the proceedings, along with a flag bearer, a trumpeter, and anyone who chooses to attend.? Any veterans among the attendees will be recognized and those veterans buried in the cemetery will have a small American flag marking their final resting place.

I do not know anyone who is laid to rest at this cemetery nor am I related to any of them that I am aware of.? But like those ladies all those years ago, I will remember those who have served on behalf of their loved ones, just as there will be people who are honoring my loved ones who served.? In honoring them, we honor those who still serve and who stand between us and those who would take away our right to honor our dead.

The American Civil War nearly tore the United States apart before it was even a real nation.? But it taught an invaluable lesson about the importance of those who stand up to fight for what they believe is right.? In the wake of the tragedy of the Civil War, a holiday was born that has spread across the world, unifying us all with an awareness of the importance of those who wear the uniforms of the military.

California-Native Plants at The Watershed Nursery in Richmond (Half Off). Two Options Available.

Flowers are a symbol of life, along with chicks hatching from eggs and babies crawling away from cliff edges. See the world in bloom with this Groupon.

Choose Between Two Options

  • $15 for $30 worth of California-native plants
  • $25 for $50 worth of California-native plants

The environmentally responsible nursery stocks 1-gallon containers of wild or mountain lilac for $8, 1-gallon lady ferns for $10, a 5-gallon desert olive plant for $25, or a 4-gallon big-leaf maple tree for $21.50.

The Watershed Nursery

While other graduate students buried their noses in musty library books, Laura Hanson and Diana Benner muddied their knees in the wetlands and eelgrass habitats around San Francisco. Their research led to their respective degrees?MS in ecology and systematics, MS in environmental science?as well as a deep understanding of the inner workings of California?s ecological systems. The pair opened The Watershed Nursery with the aim of helping those ecosystems flourish.

Together with a team of botanical specialists, Laura and Diana oversee habitat restoration and enhancement projects. They specialize in growing native and site-specific California plants, as well as drought-tolerant species that thrive on the sustenance found in sunlight and loving glances. In addition to ready-to-plant items, the nursery can grow site-specific plants for a difficult area or create custom seed selections, among other services.

To further The Watershed Nursery?s mission of ?habitat enhancement,? team members participate in environmentally responsible projects within the community, such as the restoration of Breuner Marsh and mitigation projects in Sycamore Grove and Portola Park. Staff members also aid the Earth in everyday practices, as they collect used plant containers from customers for additional uses and second careers as eco-friendly badminton birdies.

The Groupon Guide to: Bonding with Your Child

Babies come out of the womb so physically weak that they will love anyone strong enough to hold their jello-like bodies, but as kids grow older, parents must earn their love. Here?s how to force your kid to adore you:

Buy Them a Car: Your kid doesn?t want to be seen in whatever hot metal garbage you?re driving around. Drop off your spawn at their favorite local dealership, give them your credit card, and then go wait for them to meet you at the nearest Pizza Barge franchise.

Be a Cool Parent: Make it obvious that you?re not like other parents by dressing in teenager clothing (tight jeans and a T-shirt from a sandwich shop that doesn?t exist anymore). If people mistake you for your child?s loose-skinned older sibling, just go with it. Tell them that your child?s parents disappeared while committing a crime of passion together and you decided to raise your sibling as a graduate-school project.

Spend Time with Them: When children are still young, you can just carry them around in a sling on your chest, but as they grow older and heavier, it?s better to stay attached by sewing a shirt big enough that you both can wear it at the same time. If your kid refuses to wear the shirt, cry loudly until you both feel embarrassed, and then call your kid?s crush and cry loudly to them.

THE GOSPEL OF BARNABAS FOUND IN IRAN! | Weekly World News

Iran?s Basij Press?claims the Gospel of Barnabas, discovered in 2000, will cause the collapse worldwide of Christianity.

Turkey confiscated the text, written on animal hide, in an anti-smuggling operation. Turkish authorities believe it could be an authentic version of the Gospel of Barnabas by the apostle known for his travels with the apostle Paul.

Basij Press contends the text was written in the 5th or 6th century and predicts the coming of Muhammad.

The Christian world, it says, denies the existence of such a gospel.

Another known ?Barnabas Gospel? dates to the late 16th century, which would post-date Muhammad.

In the Barnabas text held by Turkey, chapter 41 states: ?God has hidden himself as Archangel Michael ran them (Adam and Eve) out of heaven, (and) when Adam turned, he noticed that at top of the gateway to heaven, it was written ?La elah ela Allah, Mohamad rasool Allah,?? meaning Allah is the only God and Muhammad his prophet.

The Turkish army has taken possession of the text because the ?Zionists? and the governments of the West are trying to suppress its contents, Basij Press claims.

According to the Barnabas Gospel in Turkey?s hands, Basij Press says, Jesus was never crucified, He?s not the Son of God and He, Himself, predicts the coming of Muhammad.

The Basij report concludes that the discovery is so immense, it will affect world politics, and that the world powers have become aware of its impact.

Turkey plans to put the Bible on public display. Though Turkish authorities believe it could be an authentic version of the Gospel of Barnabas, others believe it only goes back to the 16th century and is a fake because it would have been written centuries after Muhammad?s life.

Erick Stakelbeck, host of the Christian Broadcasting Network?s ?Stakelbeck on Terror????show and a close observer of Iranian affairs, said Iran is highlighting the book because it sees Christianity as a threat.

?The Iranian regime is committed to stamping out Christianity by any means necessary, whether that means executing Christian converts, burning Bibles or raiding underground churches,? he explained.

?In promoting the so-called Barnabas Bible ? which was likely written sometime in the 16th century and is not accepted by any mainstream Christian denomination ? the regime is once again attempting to discredit the Christian faith. Record numbers of young Iranians are leaving Islam and embracing Christ, and the mullahs see Christianity as a growing threat to their authority.?

The Vatican has requested to see the text, but it is unknown if Turkey has provided access.

Has gay parenting 'normalized' the perception of gay relationships?

Attitudes toward gay marriage are changing fast. This week?s Washington Post-ABC News poll shows support at an all-time high and that comes, of course, just after the president announced his own support.

Surely the news might affect gay couples who want to become parents, no?

I called Catherine Tuerk, a longtime activist in D.C.?s gay advocacy community to ask if the top-level acknowledgment and public backing would empower more gay couples to adopt and have children.

I thought she would have insight on the issue because the former president of the D.C. chapter of Parents, Families and Friends of Lesbians and Gays is poised to publish a book on her thoughts about the changing landscape for gay advocacy, ?Mom Knows: Reflections on Love, Gay Pride, and Taking Action.?

I was right, and I was wrong.

Right that Tuerk would have an interesting perspective. But wrong on my premise.

From left, Daniel Gri with children Caleb and Alfred Gri-Abbott, and husband James Abbott say a prayer before dinner at their home in Oakton.
(Nikki Kahn ? THE WASHINGTON POST)
It?s not that public perceptions are empowering gay parents, she said, it?s the other way around.

?Gay parenting has normalized the idea of gay marriage,? Tuerk said.

?That parenting piece helps people understand that this is not about sex ? God knows, you don?t have kids if you want to have sex. It?s about love. Sex is a part of love, but it?s not all of it.?

She said the increasing public presence of gay parents raising children has given younger Americans, in particular, a different perspective on gay life.

Older generations grew up with the notion that gays were obsessed with sex, Tuerk said, because when the gay community was more marginalized that was sometimes all their secret relationships could be about.

But as many now live more openly, they have been able to act on their ?human? instincts to fall in love, live together and, sometimes, raise children, she said.

Changing public attitudes certainly support her analysis.

The Post-ABC poll found that 53 percent of respondents think gay marriage should be legal compared with just 36 percent six years ago.

Separately, the Pew Research Center has found that those ages 18-29 support gay marriage at consistently higher levels than their older counterparts.

In fact, Obama himself spoke of how his ?evolving? idea of gay marriage was affected by his daughters? attitudes. He said his daughters don?t see a difference between the gay and heterosexual parents they know.

?It wouldn?t dawn on them that somehow their friends? parents would be treated differently,? the president told ABC?s Robin Roberts in his now-famous interview.

?It doesn?t make sense to them. And ? and, frankly ? that?s the kind of thing that prompts ? a change of perspective.?

It?s not just the young who have noticed that gay parenting looks just like heterosexual parenting. Obama also said his attitude was shaped by, ?members of my own staff who are incredibly committed, in monogamous relationships, same-sex relationships, who are raising kids together.?

What do you think? Has gay parenting changed the public perception of gay relationships and gay marriage?

Pet tube keeps dogs safe when traveling | Fidose of Reality

Pet tube keeps dogs safe when traveling

The Memorial Day weekend is fast approaching and thus begins the unofficial ?kick off to summer!? With millions of dog moms and dads expected to be taking to the highways of America, Canada, and well, everywhere over these next few months, one aspect comes to the forefront: pet travel safety.

In their recent summer travel survey, PetRelocation.com reported that 47 percent of respondents shared they will be traveling with their pets in the next three months. Hopefully, these dogs are buckling, belting, or kenneling up. In recent years, I?ve become aware of how important it is to keep a dog safe and secure in a car. Did you know that a a 10 pound dog could be thrown with more than 80 pounds of force if unrestrained? It ain?t pretty, folks.? I?m using a Kurgo harness for my dog, Dexter, and recently found out about another option from Petego: The Pet Tube.

Our special guest reviewer, Karen Meyering, dog mom to two Cocker Spaniels who travel frequently with her, provided this report of her experience with the Petego Pet Tube.?

?Wanna go bye-bye?? Every dog owner knows that asking that simple question will lead to a stampede to the car.? My two Cocker Spaniels love to go everywhere I go.? Being a responsible and loving dog mom, I want to make sure they are safe in the car.? However, I found it very difficult to find a product that kept my dogs secure and comfortable.? My small sedan doesn?t have enough back seat space for two crates.? I tried several brands of seat belt harnesses, but one of my dogs was very uncomfortable in the harness and the other put Houdini to shame with her escape antics.

Enter the Pet Tube Car Kennel from Petego.? The Pet Tube is a strong, yet adaptable fabric kennel that comes in two sizes.? The tube is flexible and expands to the size you need to fit your vehicle and your pets. The tube attaches to the seat of the car, making it secure and preventing your pet from running about the vehicle.? One of the best features is the zip up ends that keeps your pets in the car until you are ready to take them out.? No more door dashing!? Strong mesh allows your pets to look out the window and to see you in the car with them.

Gracie and Roxy ready for a road trip

Gracie and Roxy ready for a road trip

Installation of the Pet Tube took about ten minutes.? I placed a blanket and two small dog beds in the tube and of course added a few favorite toys.? My dogs adapted to the tube immediately.? They now have their own cozy spot and I no longer feel guilty about them riding loose in the car.

If you are a pet parent who is looking for a protective and comfortable alternative to crates and harnesses, try the Pet Tube.? Car rides can be fun again!?

More information about the Pet Tube can be found at www.petego.com.? The Pet Tube is sold on many popular pet supply websites and Amazon.

Note: We accept no monetary compensation for reviews. Review is NOT sponsored by Petego and is the sole opinion of the reviewer for Fidose of Reality.? We welcome your feedback and comments.

IAEA chief says nears deal with Iran ahead of 6-power talks

VIENNA (Reuters) - The U.N. nuclear watchdog director said on Tuesday he expected to sign a deal with Iran soon to unblock an investigation into suspected work on atom bombs, potentially brightening prospects for big-power talks with Tehran to stop a drift toward conflict.

Yukiya Amano was summarizing the outcome of rare talks he conducted in Tehran on Monday, two days before six powers meet Iran's security council chief in Baghdad to test Iranian willingness to curb its nuclear program in a transparent way.

Amano, director-general of the International Atomic Energy Agency, said his wish for access to Iran's Parchin military complex where nuclear weapons-relevant tests may have occurred would be addressed as part of the accord.

But the powers will be wary of past failures to carry out extra inspection deals between the International Atomic Energy Agency and Iran, and Western patience is wearing thin.

European sanctions to block Iran's economically vital oil exports are to take force in July and Israel has mooted military action. A defiant Iran, which denies any ambition to acquire atom bombs, has threatened reprisals and oil prices have risen on fear of a new Middle East war hitting a wobbly world economy.

Amano acknowledged that "some differences" remained before the deal he hashed out on his first visit to Tehran could be sealed, although chief Iranian negotiator Saeed Jalili had assured him these would not thwart agreement.

"The decision was made to conclude and sign the agreement ... At this stage, I can say it will be signed quite soon," Amano told reporters at Vienna airport on his return from the Iranian capital.

The veteran Japanese diplomat, who flew impromptu to Tehran capitalize on progress in talks with Iran in Vienna held by senior aides, described the outcome of his meetings in Iran as an "important development...

"We understood each other's position better."

Asked what differences persisted, Amano said only that they were "details of discussions on this document," adding that it was "almost a clean text."

    WARINESS

Driving home Western skepticism rooted in the checkered history of IAEA transparency deals with Iran, the acting U.S. ambassador to the agency urged the Islamic Republic to open up immediately and meaningfully to inspectors.

"While we appreciate the efforts (by the IAEA) to conclude a substantive agreement, we remain concerned by the urgent obligation for Iran to ... cooperate fully with the verification efforts of the IAEA ... to resolve all outstanding concerns about the nature of its nuclear program," Robert Wood said.

Israel greeted word of a incipient IAEA-Iran pact with suspicion, citing an Iranian track record of evading and restricting inspections aimed at ensuring no military diversions of nuclear activity.

"Iran has proven over the years its lack of credibility, its dishonesty -- telling the truth is not its strong side -- and therefore we have to be suspicious of them all the time, and examine the agreement that is being formulated," Civil Defence Minister Matan Vilnai said on Israel Radio.

Asked whether last-resort air strikes on Iran were still conceivable with apparent headway being made on the diplomatic track, Vilnai replied: "One shouldn't get confused for even a moment -- everything is on the table."

Iran has for four years stonewalled IAEA requests to examine sites, especially the Parchin site southeast of Tehran, interview senior nuclear scientists and peruse documents to verify Western intelligence reports about Iranian research and experiments pertinent to manufacturing nuclear explosives.

Western diplomats accredited to the IAEA said that whether concerns about Iran's nuclear intentions would be allayed by the deal would depend on how it was applied on the ground.

"There is skepticism until this is signed and then, once it is signed, there will be skepticism until it is implemented," a official from one Western power in Vienna told Reuters.

    HIGH-STAKES BAGHDAD NEGOTIATIONS

In Baghdad, Jalili - the personal representative of Iranian Supreme Leader Ayatollah Ali Khamenei - will meet Catherine Ashton, the EU foreign policy chief heading a coalition of the five U.N. Security Council permanent members - the United States, Britain, France, Russia and China - plus Germany.

Their main goal is expected to be an Iranian agreement to shut down the higher-grade uranium enrichment that it launched in 2010 and has since expanded in an underground plant at Fordow largely impervious to attack from the air, effectively shortening the time needed to weaponise nuclear technology.

"Cooperation with the IAEA like access to Parchin is important but not sufficient. The 20 percent enrichment has to be addressed as a priority," a European diplomat said.

Iran maintains that it needs uranium refined to a fissile concentration of 20 percent for its medical isotope reactor. Enrichment to 5 percent of fissile purity is suitable for power plant fuel, while 90 percent constitutes fuel for bombs.

Iranian state television quoted Amano as saying that his talks would have a "positive impact" on the Baghdad meeting.

But diverging agendas stand in the way of a breakthrough.

Iran has suggested it will try to leverage its reported rapprochement with the IAEA into a deal in Baghdad to relax sanctions inflicting increasing damage to its economy. But Western officials ruled out such a weighty concession so soon.

"We are not going to do anything concrete in exchange for nice words," a senior Western diplomat cautioned.

    BARGAINING POWER

In an apparent move to beef up its bargaining position, Iran announced on Tuesday that it had delivered its first two batches of domestically made nuclear fuel to a Tehran research reactor.

If confirmed, Iran's ability to run the reactor with its own fuel could remove any basis for a mooted deal under which Iran would ship most of its enriched uranium abroad in a swap for such fuel, reducing its stocks of potential atom bomb material.

Tehran tentatively agreed to the swap in 2009 talks with the powers but the deal collapsed over details of implementation. Iran's foreign minister had said last month it was willing to consider an updated version of the idea.

Iran insists it wants nuclear energy only for electricity generation and medical treatments, but has long defied U.N. resolutions calling for a confidence-building suspension of uranium enrichment and unfettered IAEA access.

Another senior Western diplomat said Amano's unusual mission to Tehran had put the onus on the Iranians to clinch the deal.

"The fact that he said he is confident that the agreement may be signed soon may also mean that if everything goes wrong, and the remaining differences are not overcome, the blame will be squarely on the Iranian side," the diplomat said.

U.S. analyst Graham Allison said Iran had been "cautiously, but steadily, putting in place all the elements it needs to construct a nuclear weapon in short order", but so far astutely stopped short of a decision to do so.

"Any scenario that requires months between tripping the IAEA's alarm and testing a bomb would mean taking a huge risk of being attacked, something Iran's Supreme Leader Ali Khamenei has so far assiduously avoided," Allison, director of Harvard University's Belfer Center for Science and International Affairs, said in an article for the Scientific American.

    U.S. WIDENS ENERGY SANCTIONS

Cranking up pressure on Iran, the U.S. Senate on Monday extended sanctions on its oil sector to cover dealings with the National Iranian Oil Co and National Iranian Tanker Co to close a potential loophole that could have allowed Tehran to continue selling some of its petroleum using its own fleet.

As if the diplomatic challenges in Baghdad were not daunting enough, the weather threatened to play havoc with the talks.

As delegations prepared to head for Iraq, Baghdad airport was closed on Tuesday after a sandstorm blanketed the Iraqi capital in choking dust, reducing visibility and grounding flights from neighboring Jordan and the United Arab Emirates.

Iraq's transport ministry said the sandstorm could last through Friday, risking further disruptions to air traffic.

Jalili arrived on Monday night in Baghdad while Western delegations were scheduled to arrive on Wednesday morning.
