What are the problems with the credit methods?

Lax verification for carbon-offset projects has been a problem for several schemes. For the credit-creating projects to be effective at reducing overall greenhouse-gas emissions, the scheme operators are supposed to approve only projects that would otherwise not have gone ahead. The auditor-general criticized the Alberta Department of Environment and Water for allowing carbon credits for emissions-reducing activities that have become common practice.

The Alberta report found a lack of standards for how agricultural credits were verified ? not one of the credits the auditors checked could be confirmed. It also pointed out that there was no standardized, accurate method for measuring the emissions from oil-sands tailing ponds, which store contaminated water, clay, sand and bitumen from oil-sands processing.

Many opponents of emissions trading programmes also argue that companies are likely to purchase carbon offsets instead of reducing emissions by adopting new technologies or changing their operating practices.

High childhood IQ linked to subsequent illicit drug use, research suggests

ScienceDaily (Nov. 14, 2011) ? A high childhood IQ may be linked to subsequent illegal drug use, particularly among women, suggests research published online in the Journal of Epidemiology and Community Health.

The authors base their findings on data from just under 8,000 people in the 1970 British Cohort Study, a large ongoing population based study, which looks at lifetime drug use, socioeconomic factors, and educational attainment.

The IQ scores of the participants were measured at the ages of 5 and 10 years, using a validated scale, and information was gathered on self reported levels of psychological distress and drug use at the age of 16, and again at the age of 30 (drug use only) .

Drug use included cannabis; cocaine; uppers (speed and wiz); downers (blues, tanks, barbiturates); LSD (acid); and heroin.

By the age of 30, around one in three men (35.4%) and one in six women (15.9%) had used cannabis, while 8.6% of men and 3.6% of women had used cocaine, in the previous 12 months.

A similar pattern of use was found for the other drugs, with overall drug use twice as common among men as among women.

When intelligence was factored in, the analysis showed that men with high IQ scores at the age of 5 were around 50% more likely to have used amphetamines, ecstasy, and several illicit drugs than those with low scores, 25 years later.

The link was even stronger among women, who were more than twice as likely to have used cannabis and cocaine as those with low IQ scores.

The same associations emerged between a high IQ score at the age of 10 and subsequent use of cannabis, ecstasy, amphetamines, multiple drug use and cocaine, although this last association was only evident at the age of 30.

The findings held true, irrespective of anxiety/depression during adolescence, parental social class, and lifetime household income.

"Although most studies have suggested that higher child or adolescent IQ prompts the adoption of a healthy lifestyle as an adult, other studies have linked higher childhood IQ scores to excess alcohol intake and alcohol dependency in adulthood," write the authors.

Although it is not yet clear exactly why there should be a link between high IQ and illicit drug use, the authors point to previous research, showing that highly intelligent people are open to experiences and keen on novelty and stimulation.

Other research has also shown that brainy children are often easily bored and suffer at the hands of their peers for being different, "either of which could conceivably increase vulnerability to using drugs as an avoidant coping strategy," explain the authors.

    Mexico crash co-pilot said craft was faulty: report (Reuters)

    MEXICO CITY (Reuters) ? The co-pilot of a helicopter that crashed outside Mexico City, killing Interior Minister Francisco Blake and seven others, had told his brother the aircraft was faulty, a newspaper reported on Sunday.

    "My brother told me on Wednesday. That helicopter is not OK and it was failing on the way back from Colima," Hiram Fernando Escobar told El Universal newspaper of his conversation with brother Pedro Ramon Escobar, who died in the crash on Friday.

    But officials charged with investigating the accident repeated in a news conference on Sunday that the craft was fit to fly, sticking with their previous explanation that bad weather was a key factor in the crash.

    Mexico's Communications and Transportation Minister Dionisio Perez-Jacome said that the helicopter, made in 1984, had been serviced between November 4-6, and had flown on November 9 and 10 without reports of problems.

    Samples taken from the helicopter's wreckage and other evidence are consistent with the hypothesis that it crashed into a hillside after running into thick fog or cloud, Perez-Jacome said.

    Investigators were not asked directly about the comments by the co-pilot's brother, but they said they did not believe there was engine failure.

    The helicopter was in radar contact up to the seconds before the crash and traveling at a constant speed and direction.

    "That diminishes those hypotheses that there were control or navigation problems and, in an important way, strengthens the hypothesis that the impact happened in normal flight conditions and on a straight level," said Gilberto Lopez, chief executive of Mexico's Airports and Auxiliary Services, an independent government agency.

    Blake, 45, was the second interior minister under President Felipe Calderon to be killed in an air crash, which prompted speculation on Twitter about the cause of his death. All aboard were killed.

    As interior minister, Blake was responsible for helping Calderon in the country's fight against powerful drug cartels.

    He was flying to Cuernavaca about 60 miles south of Mexico City when his helicopter encountered low-lying clouds, prompting the pilot to divert from the planned route only to get lost in fog, investigators have said.

    Initial checks of the helicopter showed no damage from an explosion or fire, Perez-Jacome said on Sunday. A more exhaustive investigation is under way.

    Separately, a poll published by Milenio newspaper on Sunday showed 36 percent of people surveyed in Michoacan state -- where there are state elections on Sunday -- believe the helicopter crashed as a result of an attack, while 43 percent believe it was an accident.

    Cards?name Matheny as manager

    Pop quiz, hot shot: your manager just retired following a World Series win. ?He was the most experienced and successful and savvy guy to manage a major league baseball team in decades. You need someone to follow that act, somehow. Who do you hire? WHO DO YOU HIRE?!

    Why, you hire a guy with absolutely no experience whatsoever.

    Well, at least no managerial experience. Matheny did play 13 years in the bigs with four teams, five in St. Louis. During that entire time, there were people saying that he was managerial material. They say that about a lot of catchers, but they always seemed to say it more about Matheny than anyone.

    Also in his favor: he?s not just coming into the organization cold. ?He?s worked with the Cardinals for a while now, doing some minor league instruction. ?According Ken Rosenthal?s report yesterday ? in which he really disliked the idea of Matheny getting the job ? he has forged a strong relationship with Dave Duncan. That?s pretty big considering that it probably means that Duncan is not going anyplace, which may not have been the case if a different manager was hired. ?It will also give him some added credibility.

    All of that said, yeah. No managerial experience. Not even any high-level coaching experience. ?He?ll command respect because he always has, but there is not a long list of successful managers who came in this green.

    With Matheny, and with Robin Ventura with the White Sox, we?ll see if that trend can change.

    End of an era: Italy's Berlusconi resigns (AP)

    ROME ? A chorus of Handel's "Alleluia" rang out Saturday as Silvio Berlusconi resigned as Italian premier, ending a tumultuous 17-year political era and setting in motion a transition aimed at bringing the country back from the brink of economic crisis.

    Berlusconi stepped down amid jeers, cheers and heckles of "Buffoon" from thousands of people who packed downtown Rome to witness his government's downfall after a stunning week of market turmoil that upended his defiant hold on power and threatened to tear apart the eurozone.

    Respected former European commissioner Mario Monti remained the top choice to try to steer the country out of its debt woes as the head of a transitional government. But the job is Herculean, given the enormity of reforms required and Italy's often-paralyzed parliament.

    President Giorgio Napolitano will hold consultations Sunday morning with each of Italy's main political forces before proceeding with the expected request that Monti try to form a new government.

    Napolitano has scheduled back-to-back, 10-minute meetings all morning, indicating the talks won't drag on and that by the open of markets Monday, Italy may well have charted a new political course.

    Late Saturday, Berlusconi's party said it would support Monti, albeit with conditions.

    In front of Napolitano's office, where Berlusconi handed in his resignation late Saturday, protesters uncorked sparkling wine and danced in a conga line, shouting "We're free!" Several dozen singers and classical musicians ? complete with music stands and chairs ? performed Handel's "Alleluia" to rejoice in the end of Berlusconi's scandal-marred reign and welcome Monti into office.

    "I think he (Monti) is going to bring trust back to Italian people who are losing it, are a bit fed up with what's going on and have lost the trust and the respect" they had for Berlusconi, said Sophie Duffort of France, who was in the piazza Saturday night.

    Berlusconi supporters were also out in force, some singing the national anthem, but they were vastly outnumbered.

    His resignation was set in motion after the Chamber of Deputies approved economic reforms demanded by the European Union which include increasing the retirement age starting in 2026 but do nothing to open up Italy's inflexible labor market.

    The Senate approved the legislation a day earlier and Napolitano signed it into law Saturday afternoon, paving the way for Berlusconi to leave office as he promised to do after losing his parliamentary majority earlier in the week.

    Berlusconi stood as lawmakers applauded him in the parliament chamber immediately after the vote. But outside his office and in front of government palazzos across town, thousands of curiosity-seekers massing to witness his government's final hours heckled him and his ministers.

    "Shame!" and "Get Out!" they yelled, many toting "Bye Bye Silvio Party" posters as they marched through downtown Rome in a festive indication that for many Italians, like financial markets, the time had come for Berlusconi to go.

    It was an ignoble end for the 75-year-old billionaire media mogul, who came to power for the first time in 1994 using a soccer chant "Let's Go Italy" as the name of his political party and selling Italians on a dream of prosperity with his own personal story of transformation from cruise-ship crooner to Italy's richest man.

    While he became Italy's longest-serving post-war premier, Berlusconi's three stints as premier were tainted by corruption trials and accusations that he used his political power to help his business interests.

    His last term was marred by sex scandals, "bunga bunga" parties and criminal charges he paid a 17-year-old girl to have sex ? accusations he denies.

    In the end, his downfall came swiftly: Just last week Berlusconi boldly told a G-20 summit in Cannes, France, he was the only one who could steer Italy out of its economic morass. A week of battering on the markets and the defection of several party members later, his fate was sealed.

    Italy is under intense pressure to quickly put in place a new and effective government to replace him, one that can push through even more painful reforms and austerity measures to deal with its staggering debts, which stand at euro1.9 trillion ($2.6 trillion), or a huge 120 percent of economic output. Italy has to roll over a little more than euro300 billion ($410 billion) of its debts next year alone.

    Markets battered Italy this past week amid uncertainty that Berlusconi would really leave and questions over whether Italy's divided parliament could rally around a replacement. But Italy's borrowing rates pulled back after Napolitano made clear he intended to tap the politically neutral economist Monti to try to head an interim government to push the reforms through.

    The yield on benchmark Italian 10-year bonds fell to 6.48 percent Friday, safely below the crisis level of 7 percent reached earlier this week.

    Greece, Ireland and Portugal all required international bailouts after their own borrowing rates passed 7 percent. The Italian economy would not be so easy to save. It totals $2 trillion, twice as much as the other three countries combined.

    An Italian default could tear apart the coalition of 17 countries that use the euro as a common currency and deal a strong blow to the economies of Europe and the U.S., both trying to avoid recessions.

    The head of the International Monetary Fund, Christine Lagarde, said Saturday that Italy's political transition over the next few days should send a "clear sign of clarification and of credibility" that the country is now on the right path to get its finances back in order.

    Speaking to reporters in Tokyo, Lagarde had high praise for Monti, saying she had great esteem for the "quality" economist with whom she had long enjoyed a "extremely warm" and effective relationship.

    The IMF has a key role to play over the next few months in overseeing Italy's efforts to pull itself back from a Greek-style economic disaster, monitoring how it implements reforms to rein in debt and spur growth, which is projected at a scant 0.6 percent this year and 0.3 percent next year.

    Amid market turmoil last week, Berlusconi was forced to ask for IMF monitoring of Italy's finances, a humiliating prospect for the eurozone's third-largest economy and an embarrassment for the long-defiant Berlusconi.

    By Saturday, he was resigned to reality and held a working lunch with Monti in a clear sign the political transition was already under way, news reports said.

    While the euroskeptic Northern League remained opposed to Monti's nomination, some lawmakers suggested they could support a Monti-led government for a few months to enact the additional EU-demanded reforms before elections are held in early 2012.

    In a statement issued late Saturday, Berlusconi's Peoples of Liberty party said its members would support Monti, but added that they would also ensure that Monti's Cabinet, legislative agenda and the timeframe of his government meets their requirements.

    Napolitano appealed for lawmakers to put the good of the country ahead of short-term, local interests ? an indirect appeal to members of Berlusconi's party and the allied Northern League to work with the new government.

    "All political forces must act with a sense of responsibility," he said.

    LAS VEGAS ? A socially charged hip-hop album that slams the Catholic Church and touts the joys of dancing like the poor has become the Cinderella story of the Latin Grammy Awards, placing Puerto Rican rap group Calle 13 in the spotlight and lending a political overtone to Latin music's biggest night.

    Calle 13 is up for a record 10 Latin Grammy nominations during the 12th annual awards show in Las Vegas Thursday night. The group is also scheduled to perform a song from its anti-establishment album "Entren Los Que Quieran" during the three-hour show airing on Univision.

    The awards represent the diversity of Latin American music, with performers from Mexico, Brazil, Cuba, Venezuela, Uruguay, Argentina, Spain and other nations coming together to celebrate pop, rock, salsa, rap, country and other genres.

    Look no further than the line-up of performers for a taste of the Latin Grammy Awards' far reach. Crossover stars Shakira, Pitbull and Marc Anthony are among the dozens of international pop stars scheduled to take the stage, along with Mexican rocker Alejandra Guzman, former Disney princess Demi Lovato, Puerto Rican rappers Wisin and Yandel, R&B crooner Usher and Taboo from the Black Eyed Peas. Award presenters include Erik Estrada, Kermit the Frog, Zoe Saldana and Sofia Vergara.

    These are the names the drive ratings and record sales, but Calle 13 could easily determine the show's narrative. The group's anthem for Latinos, "Latinoamerica" also got top honors, with nominations for both record and song of the year. Another hit, "Calma Pueblo" was nominated for best alternative song. The lyrics insist that the largest mafia in the world resides at the Vatican.

    Other multiple nominees included Shakira, who received three nominations, including best album for "Sale el Sol;" Venezuelan singer Franco De Vita was up for five awards, including best album for "En Primera Fila;" and Puerto Rican pop star Ricky Martin, who had three nominations.

    Enrique Iglesias was also nominated for best album for "Euphoria." Pitbull, Don Omar, Los Tigres del Norte and Wisin and Yandel were among the acts that got two nominations each. Chilean actor Cristian de la Fuente and Mexican singer Lucero are scheduled to co-host the show.

    While many performers tend to downplay the awards and herald the night as an opportunity to celebrate music, De Vita said he was there to win.

    "That's what I most desire," he told The Associated Press.

    Taboo, who performed with the Black Eyed Peas at the Latin Grammys in 2003, was slated to take the stage with Puerto Rican newcomer Sie7e Thursday night. Taboo, who is Mexican-American, said he wants to become more active in the Latin music world.

    "It's only right that I give back to my community," he said.

    Thousands of students take to London's streets

    Amid a heavy police presence, thousands of students marched through central London on Wednesday to protest cuts to public spending and a big increase in university tuition fees.

    Police said more than 2,000 people took part in the march, which set off from the University of London at midday with chants of "No ifs, no buts, no education cuts." Organizers estimated the crowd at 10,000.

    About 4,000 police officers were deployed along the route.

    Previous student protests have ended in violence by a minority of demonstrators, including a spontaneous attack on a car carrying Prince Charles and his wife Camilla in December.

    Police said 24 people were arrested, most for breach of the peace and public order offenses, but the march was largely peaceful as demonstrators made their way through the city center.

    At Trafalgar Square, a group of protesters erected more than 20 tents at the foot of Nelson's Column in the latest spinoff of the Occupy Wall Street protest camp movement. The tents were quickly cleared away by police.

    The marchers had planned to link up with an existing protest camp against corporate greed outside St. Paul's Cathedral, but were stopped by lines of police in riot gear.

    Annette Webb, an international development student at Portsmouth University, said tripling tuition fees to 9,000 pounds ($14,000) from next year "will price out most students."

    "It will mean that education is only for the rich and I believe it should be for everyone," she said.

    Police had warned that anyone involved in criminal activity during the march would face arrest and prosecution. Police said protesters may face being "kettled" ? contained inside a cordon ? if there is a threat of serious disorder.

    Protest organizers accused the police of trying to intimidate marchers after reports that officers would be authorized to use rubber bullets if violence broke out. London police said officers along the route would not be issued with rubber bullets and they would only be used in "extreme circumstances."

    AP Exclusive: Accuser filed complaint in next job

    (AP) ? A woman who settled a sexual harassment complaint against GOP presidential candidate Herman Cain in 1999 complained three years later at her next job about unfair treatment, saying she should be allowed to work from home after a serious car accident and accusing a manager of circulating a sexually charged email, The Associated Press has learned.

    Karen Kraushaar, 55, filed the complaint while working as a spokeswoman at the Immigration and Naturalization Service in the Justice Department in late 2002 or early 2003, with the assistance of her lawyer, Joel Bennett, who also handled her earlier sexual harassment complaint against Cain in 1999. Three former supervisors familiar with Kraushaar's complaint, which did not include a claim of sexual harassment, described it for the AP under condition of anonymity because the matter was handled internally by the agency and was not public.

    To settle the complaint at the immigration service, Kraushaar initially demanded thousands of dollars in payment, a reinstatement of leave she used after the accident earlier in 2002, promotion on the federal pay scale and a one-year fellowship to Harvard's Kennedy School of Government, according to a former supervisor familiar with the complaint. The promotion itself would have increased her annual salary between $12,000 and $16,000, according to salary tables in 2002 from the U.S. Office of Personnel Management.

    Kraushaar told the AP she considered her employment complaint "relatively minor" and she later dropped it.

    "The concern was that there may have been discrimination on the job and that I was being treated unfairly," Kraushaar said.

    Kraushaar said Tuesday she did not remember details about the complaint and did not remember asking for a payment, a promotion or a Harvard fellowship. Bennett, her lawyer, declined to discuss the case with the AP, saying he considered it confidential. Kraushaar left her job at the immigration service after dropping the complaint in 2003, and she went to work at the Treasury Department.

    Details of the workplace complaint that Kraushaar made at the immigration service are relevant because they could offer insights into how she responded to conflicts at work. She now works as a spokeswoman in the office of the Treasury Department's inspector general for tax administration.

    Kraushaar's complaint was based on supervisors denying her request to work full time from home after a serious car accident in 2002, three former supervisors said. Two of them said Kraushaar also was denied previous requests to work from home before the car accident.

    The complaint also cited as objectionable an email that a manager had circulated comparing computers to women and men, a former supervisor said. The complaint claimed that the email, based on humor widely circulated on the Internet, was sexually explicit, according to the supervisor, who did not have a copy of the email. The joke circulated online lists reasons men and women were like computers, including that men were like computers because "in order to get their attention, you have to turn them on." Women were like computers because "even your smallest mistakes are stored in long-term memory for later retrieval."

    Kraushaar told the AP that she remembered the complaint focusing on supervisors denying her the opportunity to work from home after her car accident. She said other employees were allowed to work from home.

    Kraushaar, who is married and lives in suburban Maryland, was among two women who formally settled harassment complaints against Cain in exchange for severance payments in the late 1990s when they worked at the National Restaurant Association. Bennett has said Kraushaar settled her claim during the summer of 1999, shortly after Cain left the organization. Neither Kraushaar nor Bennett have described exactly what Cain was accused of saying or doing to Kraushaar when she worked there, although Bennett said Kraushaar wants to conduct a joint news conference with all the women who have accused Cain. The New York Times reported previously that Kraushaar received $45,000 in the settlement with the restaurant association.

    Kraushaar agreed to discuss some aspects of the complaint at the immigration service if the AP agreed to protect her privacy, as it did in previous accounts of her complaint against Cain. She subsequently waived her privacy by confirming for news organizations her identity as one of two women who settled complaints against Cain, so the AP no longer is protecting Kraushaar's identity.

    Cain has denied that he sexually harassed Kraushaar and others who have accused him of inappropriate behavior.

    In a news conference Tuesday evening, Cain said allegations of sexual harassment by Kraushaar ? whom Cain identified by name for the first time ? were determined to be "baseless," but he did not explain who made this determination and Kraushaar has disputed this. Cain said that after negotiations between Bennett and the restaurant association's outside counsel she received money under an employment agreement, which Cain said was different from a legal settlement.

    "When she made her accusations, they were found to be baseless and she could not find anyone to corroborate her story," Cain said.

    Cain said he remembered gesturing to Kraushaar and noting that she was the same height as Cain's wife, about chin-high to Cain. The Georgia businessman said Kraushaar did not react noticeably, but he said the restaurant association lawyer later told him that was the most serious claim that Kraushaar made against him, "the one she was most upset about."

    "Other things that might have been in the accusations, I'm not aware of, I don't remember," Cain said.

    Sharon Bialek, a Chicago woman who once worked for the restaurant association's education foundation, accused Cain in a nationally televised news conference this week of groping her and attempting to force himself on her inside a parked car after they had dinner in 1997. Another woman told the AP that Cain made unwanted sexual advances to her while she worked for the association, and a pollster said he witnessed Cain sexually harass another woman after an association dinner.

    Kraushaar's complaint at the immigration service prompted managers to use caution when writing and speaking to Kraushaar while the complaint was being investigated, another former supervisor told the AP. Two supervisors said Kraushaar asked a colleague to act as a witness when she had conversations with one manager after she filed her complaint.

    The complaint at the immigration service was "nobody's business," Kraushaar said, because it was irrelevant to her sexual harassment settlement with Cain years earlier. "What you're looking for here is evidence of an employee who is out to get people," she said. "That's completely untrue."

    Kraushaar, who started her career in Washington as a reporter, was praised for her work in 2000 when she traveled to Miami to help agency officials during the coverage of the Elian Gonzalez case, when federal agents seized the boy from relatives to return him to his father in Cuba.

    "Ms. Kraushaar's assistance was invaluable and her performance extraordinary," wrote Robert A. Wallis, the immigration service district director in Miami. Kraushaar provided seven such letters of recommendation to show that her performance was commendable while working at the Consumer Product Safety Commission, the restaurant association and the immigration service.

    Using Videos to Promote a Science Themed Book

    Video is everywhere, and it turns out that the book publishing industry and authors know to get readers, they simply must have a video of some sort out there!

    There are several different ways to promote a science book on video. One way is to put up a talk given on the topic of the book. These can be a brief summary of the topic or a full one hour lecture. I have enjoyed many of these as it gives me a chance to learn more about the topic before I invest 8-15 hours in reading or listening to a book.

    Since today Misha Angrist?s fabulous book, ?Here is a Human Being?, about personal genomics, is out in paperback, I thought I would feature some of his videos about his book. Here is Misha discussing the content in his book as produced by Duke University.

    Another option is to put up an interview someone has done with you from your university, a spot with Dr. Kiki?s Science Hour, or if you are very fortunate, with Charlie Rose, on the Daily Show or The Colbert Report! You might also be featured on ?Blogging Heads TV?.

    Publishers are now creating book trailers. These can feature the author doing the voice over or starring in it or it can be more creative, like the one done by WW Norton for Mary Roach?s book Packing for Mars which won a Moby Book Trailer Award for best non-fiction book trailer. Yes! Such awards exist!

    Authors appreciate good book reviews and more of these are popping up in video format. I review books on video.?More precisely, I review science, technology, engineering and math books in that format.?It is a hobby (I am not working for anyone on this) as I love reading science books across the entire spectrum. It also works for me as video capitalizes on whatever aspects of my appearance and demeanor has made me come across as telegenic and articulate. It all started when I had a new video camera and wondered what to do with it. I had just read a book I enjoyed and thought I would share about it. The rest is history.

    ?Review? is perhaps not the best term to use for what I do. I would say I recommend books. My overall goal is to tell people what books are out there, inform them of the general gist of what the book is about, and to share that a good popular science book does not have to be boring and can be just as amusing and moving as any fiction book out there, plus they are a great way to learn many new topics or brush up on something you never really learned about in school or keep abreast on the new and exciting changes in science over the years. I expect I reach a segment of the population who may or may not be looking out for the New York Times Review or even a Scientific American review. I think that is why I do have a niche and publishers and authors send me their books.

    If I don?t review an author?s book, it certainly is not for lack of interest. I read almost everything that is sent to me and I enjoy most of those books! Often I can?t always make the time to get in the studio (especially lately). ?I do every aspect of the time-consuming pre- and post-production myself all while maintaining a day job!

    New Delhi, Nov. 8: Indian films face a new test: they mustn?t annoy Beijing.

    Sources today suggested a foreign office hand in the censor board?s directive asking the producer of Rockstar to blur visuals in the film of ?Tibetan flags? and a banner proclaiming ?Free Tibet?. All in the interest of India?s ?friendly relations? with China.

    Officially, the external affairs ministry wouldn?t say if it sent the censors such instructions. But an official said: ?Why make an enemy out of China when both countries are trying to mend relations??

    According to South Block officials, Beijing believes that much of the China-related content in the Indian media is engineered by New Delhi. ?We need to dispel the perception,? the official said.

    The Tibetan community in India is accusing New Delhi of going out of its way to kowtow to Beijing and plans protests in Dharamshala and some major cities on Friday, when the Ranbir Kapoor-starrer is to release.

    Sources said South Block officials had been concerned after watching the film?s promo on TV. The promo features the song, Sadda Haq Ithe Rakh, shot at a Dharamshala monastery. The scene shows Tibetan flags and banners.

    A foreign ministry official said the Cinematograph Act, 1952, states that the censors must ensure, among other things, that a film doesn?t go ?against the interest of... friendly relations with foreign states?.

    The official also said that any film produced in India needs to be consistent with the foreign policy of the country, which recognises Tibet as a part of China. ?China is not only a rising power and our largest neighbour, it is also a crucial trading partner.?

    India and China plan to take bilateral trade from the current $60 billion to $100 billion by 2015. However, the trade is overwhelmingly in China?s favour. New Delhi has been requesting Beijing to allow more trade in pharma, IT, farm products and films ?sectors where India believes it has an edge.

    South Block also wants unrestricted access to China for Indian films at a time movies like 3 Idiots have been popular among Chinese audiences.

    Sources said the more immediate reason for the decision on Rockstar was the recent India trip by Xinjiang governor Nur Bekry, who supports the screening of Hindi films in China. Indian movies are popular in Xinjiang, as are the Shah Rukh Khans and Salman Khans.

    Bekry travelled to Mumbai to ask filmmakers to shoot in the picturesque Kashgar region in his province, arguing its geographical proximity to Delhi would save them money compared with Europe trips.

    Evanescence Tour Openers Rival Sons 'Real Dirty'

    A few weeks back, MTV News caught up with Taylor Momsen from the Pretty Reckless about life on the road with Evanescence. This week, we grabbed some time with Evanescence's other opening act, Rival Sons.

    The four-man "dirty rock" band invited us into the tour's empty equipment truck only moments before they took the stage at New York City's Terminal 5 concert space.

    Having formed three years ago in Southern California, lead singer Jay Buchanan said, "We had a common likeness of a good type of rock and roll that we wanted to play."

    More specifically, guitarist Scott Holiday explained, "We describe it as rock that hasn't forgotten the roll. It's real dirty. It's real raw."

    Their blues-rock look and sound, which you can observe for yourself with their catchy single and cool video for "Pressure and Time" off their latest album of the same name, caught the attention of Evanescence frontwoman Amy Lee, who handpicked the band as an opener for their latest tour.

    "Rival Sons: Actually, we picked because we really like their music," Amy Lee recently told MTV News. "[It's] sort of in that Zeppelin, trippy, awesome rock. They're really good!"

    Having been on tour for the past month, Rival Sons have had plenty of interaction with the popular headliners.

    "It's an honor to look over side-stage and see Amy is dancing," drummer Mike Miley gushed. "It's like, 'Holy cow!' "

    Though their blues sound differs significantly from Evanescence's more heavy-metal rock, all members of Rival Sons agree that their set is being very well-received.

    "Is it strange to see a dirty rock and roll band opening for Evanescence?" Holiday asked rhetorically. "We probably think it is, but the band watches us every night. They're a bunch of great people, and the fans have been great to us the whole time."

    Buchanan added, "You come in with the advantage of being totally underestimated. You're guilty until proven innocent."

    Former News Corp. editor gets $2.7 million severanceL: report (Reuters)

    NEW YORK (TheWrap.com) ? News Corp. has given Rebekah Brooks, the former editor of its scandal-ridden News of the World tabloid, quite a severance package -- $2.7 million, use of her company limousine and driver and an office in central London, British newspaper the Guardian reports.

    Brooks, a close associate of News Corp. chairman and CEO Rupert Murdoch, resigned in July from her post as CEO of News International, News Corp.'s British publishing division. This followed allegations that she knew about the company's complicity in a major phone-hacking scandal.

    For her troubles, Brooks not only received the large payment, but access to the company limo for two years and the pricey office for the same stretch of time.

    This hefty settlement for someone so closely linked to the hacking scandal will likely produce another series of questions for James Murdoch, Rupert's son and Brooks' former boss.

    Murdoch is set to testify before Parliament Thursday, his second appearance since the scandal reignited in July.

    Brooks was the editor of the News of the World from 2000 to 2003, when some of the hacking is believed to have occurred. She was editor of the Sun, another News Corp. tabloid, from 2003 to 2009.

    Just this past week, the London Metropolitan police arrested a journalist from the Sun on suspicion of bribing a police officer. Murdoch's company fired Matt Nixson, the features editor of the Sun, in July because of possible connections with hacking at News of the World.

    Finally, as CEO of News International since 2009, Brooks oversaw News Corp.'s various British papers, including the News of the World.

    All of this raised questions as to what she knew about the cases of hacking and bribery -- some confirmed, some alleged -- leading to her resignation.

    It also caused the London police to arrest Brooks in July over phone-hacking allegations and sent Brooks before Parliament that same month, where she denied knowledge of the events that were being probed. Because of the pending criminal investigation, she also refused to answer several questions.

    Jazz pianist Corea at Blue Note for month of November (AP)

    NEW YORK ? Chick Corea is occupying the Blue Note jazz club for the month of November and he has invited his musical friends for a belated celebration of his 70th birthday.

    During the month, the jazz pianist is performing in 10 different ensembles with nearly 30 musicians. And many afternoons are reserved for rehearsals at the club.

    "I'm kind of living here," laughed Corea, interviewed on the club's stage before a rehearsal with a new trio that made its debut Thursday night with drummer Brian Blade and bassist Gary Peacock.

    Corea is reprising on a bigger scale the three-week residency with nine ensembles he had at the Greenwich Village club to mark his 60th birthday that resulted in the Grammy-winning double-CD "Rendezvous In New York" and a 10-DVD set. Only two of those ensembles ? duets with vibraphonist Gary Burton and vocalist Bobby McFerrin ? are back this November, a testament to Corea's eclectic musical outlook.

    Corea could have marked his actual birthday in June with a large-scale concert, but he preferred an extended run at the 200-seat jazz club.

    "There's more improvisation that goes on in the clubs. It's more intimate and smaller. You feel that the public is right there." Corea said.

    The 16-time Grammy winner said he didn't see the musical reunions planned this month as an occasion to reflect on past accomplishments.

    "I never enjoyed the experience of trying to compare what I'm doing with the past," he said. "But the future excites me and when I play with my friends it feels vibrant and fun."

    Corea kicked off the month with a two-night engagement featuring an unplugged version of his jazz-rock fusion group Return to Forever ? with bassist Stanley Clarke, drummer Lenny White, and guitarist Frank Gambale (who also will be playing with Corea's Elektric Band to close the month). It marked the first time the band had performed a full program of its classic 1970s repertoire ? including "Captain Marvel" and "Light As a Feather" ? in a primarily acoustic setting.

    "I thought it was kind of cool to be able to play those pieces ? to have them have the same kind of vitality ? but also play them with the lighter touch of the acoustic instruments," Corea said.

    Corea will also be performing with fellow jazz-rock pioneer, guitarist John McLaughlin, in the acoustic-electric Five Peace Band; with world-class Latin musicians in Chick's Flamenco Heart; with fellow Miles Davis alumni in a new band From Miles, and in duets with long-standing partner Burton (with the Harlem String Quartet as guests) and for the first time with pianist Marcus Roberts.

    He's especially looking forward to a duet night with Herbie Hancock ? their first actual gig together since 1978. They had earlier both played on Davis' groundbreaking jazz-fusion albums, "In a Silent Way" and "Bitches Brew."

    "Working with Chick has always been a very uplifting experience for me because we see eye to eye on so many things," Hancock said. "We don't have to do anything to stimulate each other. We just look at each other and hit a note or a chord, and it's on."

    Futures gain on uncertainty over Greek vote (Reuters)

    NEW YORK (Reuters) ? Stock index futures rose in choppy trade on Thursday on talk the Greek government might collapse, thus avoiding a referendum on its euro zone membership and easing concerns about an imminent default.

    European shares recovered from early losses and rose 1 percent, with the bank sector, a key focus because of its sovereign debt exposure, up 1.4 percent, and a Greek bank index up 8.4 percent.

    "The prevailing sentiment is (Greek Prime Minister George) Papandreou is on the brink of being ousted, and if that's the case there's no referendum and we're back to where we were a week ago," said Art Hogan, managing director of Lazard Capital Markets in New York.

    S&P 500 futures rose 5.5 points and were slightly above fair value, a formula that evaluates pricing by taking into account interest rates, dividends and time to expiration of the contract. Dow Jones industrial average futures gained 67 points, and Nasdaq 100 futures rose 4.25 points.

    European leaders agreed last week on a plan to reduce Greece's debt and strengthen the region's bailout fund in a move that helped spark a month-end rally. October was the best month for U.S. stocks in 20 years.

    Papandreou has not resigned and does not intend to do so, his chief of staff told a Greek newspaper.

    France and Germany earlier told Athens it would not receive its next aid tranche until a national referendum had passed, sparking fears Greece could default and the crisis could spread to larger economies.

    In the United States, the Labor Department is due to release weekly unemployment insurance applications data at 8:30 a.m. EDT (1230 GMT). First-time claims are forecast at 400,000, according to a Reuters poll versus 402,000 in the previous week.

    The Labor Department also releases preliminary third-quarter productivity and labor costs.

    U.S. companies announcing quarterly results later Thursday include Starbucks Corp, American International Group Inc and First Solar Inc.

    The Institute for Supply Management releases its October non-manufacturing index at 10 a.m. EDT (1400 GMT). Economists forecast a reading of 53.5 versus 53.0 in September.

    The Commerce Department releases September factory orders at 10 a.m. (1400 GMT). Economists in a Reuters survey expect a 0.1 percent fall, compared with a 0.2 percent drop in August.

    Apple to issue software fix for iPhone battery (Reuters)

    SAN FRANCISCO (Reuters) ? Apple Inc on Wednesday said it will release a software update to its iOS 5 operating system, acknowledging some customer complaints on the performance of the new iPhone 4S battery.

    "A small number of customers have reported lower-than-expected battery life on iOS 5 devices," An Apple spokesman said. "We have found a few bugs that are affecting battery life and we will release a software update to address those in a few weeks."

    Apple did not provide any more details but a rash of complaints on the new phone's short battery life have cropped up in online forums.

    Bieber spokeswoman denies he fathered a child (AP)

    LOS ANGELES ? An allegation that Justin Bieber fathered a baby by a woman who has filed a paternity suit is "demonstrably false," a spokeswoman for the singer said Wednesday.

    Melissa Victor said in a statement that Bieber's camp will "vigorously pursue all available legal remedies" in response to the allegation.

    "While we haven't yet seen the lawsuit, it's sad that someone would fabricate malicious, defamatory and demonstrably false claims," Victor said.

    Online court records show Mariah Yeater filed a paternity lawsuit against Bieber on Monday in San Diego Superior Court. California law keeps paternity matters confidential but Radar Online posted a copy of the lawsuit on its site.

    Yeater, 20, said she had sex with Bieber after one of his concerts at the Staples Center in October 2010, according to the posted suit. She said she gave birth to a boy in July and believes the teen heartthrob is the father because there were no other possible men she had sex with at that time.

    She is asking a judge for child support and a paternity test. Phone and email messages left for Yeater's two attorneys were not immediately returned.

    Bieber tweeted Wednesday that he was going to ignore the rumors and he should be judged on his music.

    House committee OKs new penalties against Iran (AP)

    WASHINGTON ? A House panel on Wednesday unanimously approved harsher penalties against Iran, arguing that an economically weak Tehran will struggle in its pursuit of nuclear weapons.

    By voice vote, Republicans and Democrats on the House Foreign Affairs Committee pushed forward two bills that would strengthen current sanctions while expanding the list of companies and individuals subject to penalties. Lawmakers cited recent allegations of an Iranian plot to assassinate the Saudi ambassador to the United States and insisted that such brazen behavior demands consequences.

    The legislation builds on sanctions that Congress overwhelmingly passed ? and President Barack Obama signed ? last year. Those penalties targeted exports of gasoline and other refined petroleum products to Iran and banned U.S. banks from doing business with foreign banks providing services to Iran's Revolutionary Guard. The United Nations and the European Union have also imposed sanctions on Iran.

    The latest legislation "is designed to clamp new and tougher sanctions on Iran's energy sector, threatening the regime's existence if it refuses to halt its nuclear weapons program," said Rep. Ileana Ros-Lehtinen, R-Fla., the committee chairwoman. She called Iran's energy sector the country's Achilles heel.

    The United States has tried repeatedly to coax Iran into international negotiations with the U.S., Russia, China, Britain, France and Germany over its nuclear program. Iran contends that its program is designed to generate electricity, not build weapons.

    Among the new provisions, the House bills would restrict foreign subsidiaries of U.S. companies from doing business with Iran, include bartering among activities that could be sanctioned and prohibits Americans from conducting commercial or financial transactions with the Revolutionary Guard.

    Directing its ire at Syria and North Korea as well, one provision would strengthen the prohibition on granting landing rights in the United States to vessels that have visited Iran, North Korea or Syria in the last two years.

    Rep. William Keating, D-Mass., said the government of Syria, widely criticized for its crackdown on demonstrators, receives political and material assistance from Iran.

    The committee, by voice vote, adopted an amendment by the panel's top Democrat, Rep. Howard Berman of California, that would require the president to determine within 30 days whether Iran's central bank is supporting the country's chemical, biological or nuclear weapons or missile programs, financing the purchase of advanced convention weapons, underwriting the Revolutionary Guard or aiding Iran's support for international terrorism.

    If the president makes such a determination, the administration would be required to impose penalties that would bar any foreign bank doing significant business with the central bank from U.S. economic activities.

    "Our hope, as with all our sanctions, is that an economically challenged Iran will have less money to spend on weapons of mass destruction, terrorism and other nefarious activities," Berman said.

    The sanctions appear to be taking a toll in Tehran. Just this week, President Mahmoud Ahmadinejad acknowledged that the current penalties were impeding Iran's financial institutions, saying, "our banks cannot make international transactions anymore."

    The committee also approved an amendment by Rep. Ted Poe, R-Texas, designed to protect the several thousand Iranians living in exile at Camp Ashraf, located northeast of Baghdad, Iraq. The camp is run by the People's Mujahedeen Organization of Iran, a resistance group to Tehran's clerical regime that has been a harsh critic of Iraqi Prime Minister Nouri al-Maliki.

    It has been attacked by the Iraqi army, with dozens killed, and Baghdad is intent on closing the camp.

    The provision in the bill calls on the administration to pressure Iraq to ensure the well-being of the camp residents. The measure also calls for preventing the involuntary return of camp residents to Iran and delaying the camp closure until the U.N. High Commission for Refugees can resettle the residents in another country.

    "If history is any guide, it will see another massacre," Poe warned.

    Ros-Lehtinen expressed hope that the House leadership could move quickly on the legislation, which has 343 co-sponsors.

    She said she wanted the bills ready for the president's signature "to hand the Iranian regime a nice holiday present."
